Team Biographies
Arthur S. Milligan has extensive experience managing properties in the public and private
sector. He has been the President and Chief Operating Officer of the Property
Management Division for The Integral Group.
He headed ASM Development Group Inc., his own real estate consulting
firm and also served as Executive Vice President and stockholder of a prominent
Fortune 500 Construction and Development Company (HJ Russell and Company). Mr.
Milligan was the Administrative Receiver of a team for Guam Housing and
Redevelopment Authority in Guam and was a Consultant for Harvard University
for the Affordable Housing Cost Study. He served as Executive Director for
Winston-Salem Housing Authority and the Housing Authority for the City of Tampa. His consulting
services have been sought by the Housing Authority of the City of New Orleans
(HANO), the Boston Housing Authority, the Detroit Housing Authority and the HUD
home office in Washington, D.C. He is a Certified Property Manager,
Certified Commercial Investment Manager and an Affordable Housing Manager. He has affiliations with the Institute of Certified Professional Managers, Housing
and Development Law Institute, National Association of Housing and
Redevelopment Officials (NAHRO) and National Organization African Americans in
Housing (NOAAH).
Percy Williams is an attorney and graduate of the University of Georgia’s
Lumpkin School of Law. Mr. Williams has more than 20 years of experience as a lawyer and government relations professional,
and has worked for Congressmen from both sides of the political aisle. He also has served as a
lobbyist and general counsel for many years, and uses his knowledge of the
political process and legal arena to assist the clients both in Washington, D.C. , and in
the Atlanta, Georgia area.
Julio
Barreto Jr. is a political analyst, program consultant, writer, speaker, and trained voice actor 27 years of
experience in Washington, D.C., including 24 years as a congressional
liaison and journalist. He has a range of experience in local government
issues including, but not limited to, housing, community and economic development, and land use
planning. He has a proven track record in working with both political parties
during his time representing the National Association of Housing and
Redevelopment Officials (NAHRO), the National League of Cities, Hispanic Link
News Service and the League of United Latin American Citizens (LULAC). Julio graduated from the State University of New York College
at Brockport, and has a Master’s
Degree from Bryn Mawr College in Pennsylvania.
